NFL.com confirms Cooper Rush will start for Atlanta, with Michael Penix Jr. out because of a knee injury and Tua Tagovailoa doubtful with an oblique injury. Carolina is a tentative winner pick given Atlanta's quarterback absences, but that alone doesn't justify its -155 moneyline.
